The B.P.A.I. finds that on a Request for Rehearing, an Appellant is entitled to review only of issues previously challenged by the Appellant and that on Appeal, the particular finding(s) contested by an Appellant are to be reviewed anew by the Board based on the totality of the record, i.e., in light of all the evidence and arguments on that issue.
